New religious FM radio programming undertaking
|
1. |
The Commission approves the application for a new
low-power English-language FM religious radio station at Rimbey. The
terms and conditions of licence are set out in the appendix to this
decision.

2. |
The new station will broadcast a live audio feed of the Church of
the Nazarene of Rimbey’s Sunday morning services to local
shut-ins, hospital patients and other people who are unable to
attend church. The station will broadcast a minimum of 5 hours
of local programming in each broadcast week. |
3. |
Approximately 90% of the programming offered by the station will
be spoken word and about 10% will be devoted to non-classic
religious music performed at the services by community artists. The
applicant will not broadcast any advertising. |
4. |
The Commission emphasizes that the applicant must not broadcast
the programming of any other programming undertaking, and that the
programming that it broadcasts must meet the needs of the community
it serves. |
5. |
In accordance with the Religious broadcasting policy, the
licence will be subject to conditions on the nature of programming,
the recognition of alternative values and the importance of balance
on matters of public concern (PN 1993-78). These conditions of
licence are set out in the appendix to this decision. |
6. |
The Commission acknowledges the interventions submitted in
support of this application. |

Terms and conditions of the licence for the religious FM radio
programming undertaking at Rimbey |

Terms
|
|
The Commission will only issue the licence, and it will only be
effective at such time as:
|
|
· the licensee confirms in writing that it is ready to begin
operation. This must take place within 12 months of today’s
date. Any request for an extension to that deadline requires
Commission approval and must be made in writing within that
period.
|
|
· the Department of Industry, having advised that the
application is conditionally technically acceptable, has
determined that there is no unacceptable interference with NAV/COM
services and indicated that it will issue a broadcasting
certificate (section 22(1) of the Broadcasting Act).
|
|
The licence, when issued, will expire 31 August 2008.
|
|
As proposed, the station will operate on the frequency
93.3 MHz, channel 227LP, with an effective radiated power
of 1.6 watt.
|
|
The technical parameters approved in this decision are for a
low-power unprotected FM service. The applicant would have to select
another frequency for the operation of the service if required to do
so to permit the best use of the frequency band.

Conditions of licence
|
|
The licence will be subject to the conditions specified below and
to any other condition specified in the licence to be issued.
|
|
1. The licensee must broadcast programming consisting solely of
religious services, with the exception of programs or program
segments it produces for the purpose of ensuring balance on
matters of public concern. Such programs or program segments must
also adhere to guidelines (i) to (iv) contained in
section III.B.2a) of PN 1993-78.

|
2. The licensee must adhere to the guidelines on ethics for
religious programming set out in section IV of PN 1993-78
regarding tolerance, integrity, social responsibility and
solicitation of funds.
|
|
3. The licensee shall not broadcast advertising material.
