The licensee proposes to broadcast predominantly Tamil-language programming, using a Subsidiary Communications Multiplex Operations (SCMO) channel. Programming broadcast using an SCMO is not accessible with standard radio equipment, and requires the use of a special receiver.

 

If the application is approved, CJRT-FM would then be authorized to provide a second Tamil-language SCMO service.

The licensee is requesting to be exempted, by condition of licence, of the requirement to implement simultaneous substitution requests in relation to the programming on U.S. superstations.

 

Access believes that the costs associated with substituting the analogue signals of Canadian television stations for digitally distributed U.S. superstations significantly outweighs the benefit that would be obtained by the Canadian broadcasting system.
