The Commission approves a Category 2 specialty television service to be known as World Film Channel. The terms and conditions generally applicable to Category 2 services are set out in Public Notice CRTC
2000-171-1. A second application (2001-0151-9) with an almost identical description is denied, in view of the Commission’s approval of the first.

Conditions of licence |

The licence, when issued, will expire 31 August 2007 and will be subject to the following conditions as well as to those terms and conditions set out in Public Notice CRTC
2000-171-1, as well as in the licence to be issued. |

Nature of service |
| |
a) The licensee shall provide a national ethnic Category 2 specialty television service offering a wide variety of non-U.S. foreign films and Canadian films versioned for international distribution. The service will also provide film criticism and commentary on international cinema and international film festivals.

b) The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990: 2(a), 2(b), 7(c), 7(d), 7(e), 7(g), 11, 12 and 13. |

c) No less than 60% of all programming broadcast during the broadcast week shall be ethnic programming, serving no fewer than 10 different ethnocultural groups each month.

d) No less than 50% of all third-language movies shall be subtitled in English or French.
|
| |
e) No less than 60% of all programming broadcast during the broadcast week shall be in languages other than English or French.

Definitions
|
| |
Broadcast day shall have the same meaning as that set out in section 2 of the Television Broadcasting Regulations, 1987.

Intervention |
| |
An intervention in opposition to this application was submitted by TEN Broadcasting Inc., which received approval for a new Category 2 digital specialty television service, in November 2000.
|
| |
While the Commission is sensitive to some of the concerns raised by the intervener about new Category 2 services, it has determined that delaying the launch or approval of new services would be contrary to its competitive, open-entry approach to licensing new Category 2 specialty television services.
