The Commission renews the licence for Type A community radio programming undertaking CKRP-FM Fahler, from 1 March 2001 to 31 August 2007, subject to conditions specified in the licence to be issued, as also set out in Public Notice CRTC 2000-157.

The renewal of this licence follows the new Community radio policy which, among other things, removed the requirement for licensees to submit a Promise of Performance setting out programming obligations. These obligations are replaced by conditions listed on the licence of each station (PN 2000-13).

The station will broadcast 126 hours of programming per week, with 38 hours to be produced by the station. The remainder of the programming (88 hours) will originate with the Réseau Francophone d'Amérique and CITE-FM Montréal.

4. 9;

The Commission approves the licensee's request to broadcast a minimum level of 8.5% community-oriented spoken word programming each week. The Policy requires a minimum weekly level of 15%. In approving this exemption, the Commission has taken into account the fact that the programming originating from the two networks noted above will consist mostly of music.

Community radio licensees have the flexibility to reduce or increase their weekly broadcast time by up to 20% without application to the Commission. A change of more than 20%, however, requires prior Commission approval.

The licensee committed to devote 10% of its news programming time to local news and 15% to regional news, during each broadcast week.

7. 9;

The licensee has also committed to meet the new regulatory requirements with respect to the percentage of Canadian musical selections from category 2 (35%) and category 3 (12%) that community and campus radio stations must broadcast each broadcast week.

The Commission expects the licensee to honour these commitments.

The licensee proposed to continue broadcasting bingo games in the two official languages to raise funds for the station. Money generated by these bingo games made up 22% to 43% of the station's revenues from 1997 to 1999.

10. 9;

The Commission will allow during the on-air bingo only, a brief introduction limited to a description of the rules, a repeat of the digit number, and a brief conclusion in the second official language, or in a native language. Such authority would be limited to on-air bingo games, as long as the funds are re-invested in the operation of the community radio station. The Commission notes that the licensee would be required to report those revenues separately, as part of its annual return.

11. 9;

The Commission expects the licensee to implement the initiatives set out in its plan for Canadian talent development and to give effect to the measures designed to encourage the participation of volunteers.

Other matters

12. 9;

The Commission considers that community radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources
(see PN 1992-59).
