The Commission approves TELUS' application for a service charge waiver for additional Centrex lines but denies the service charge waiver on moves of Centrex lines.

TELUS filed Tariff Notices on behalf of TELUS Communications Inc. and TELUS Communications (B.C.) Inc. proposing to introduce a limited time promotion to waive service charges for Centrex customers who add locals to an existing system or who move a portion of their system. The promotion was to be effective from 23 October 2000 to 30 March 2001.

AXXENT Corp. intervened on TN 293
submitting, among other considerations, that the proposal should be denied because TELUS Centrex services had previously been subject to promotions.

TELUS replied that, contrary to AXXENT's allegations, the previous promotions are different in that TN
293 targets existing TCI Centrex subscribers and is intended to incent customers to retain or increase their existing Centrex service line subscription level.

In response to Commission questions, TELUS submitted that offering a service charge waiver on moves was a legitimate promotion because customers could otherwise subscribe to a competitor's service when moving a small portion of their Centrex locals to a new location.

The Commission considers that TELUS' proposed waiver of service charges on additional Centrex lines is within the guidelines for legitimate promotions established by the Commission. However, the Commission is not satisfied, on the basis of the record in this proceeding, that the proposed waiver of service charges for moves is a legitimate promotion.

Accordingly, the Commission approves the proposed waiver of service charge promotion for additional Centrex locals but denies the service charge waiver for moves.

The promotion is to be in effect for a five-month period commencing at a date in February 2001 chosen by the company.
