Decision CRTC 2001-374

Subject: NPAS 500 NXXs assigned to and reserved for Canada

On 8 March 2001, the Commission received a letter from Mr. Ron Conners, Director of the North American Numbering Plan Administration (NANPA), advising the CRTC of the impending exhaust of Numbering Plan Area (NPA) 500 NXX codes. NANPA noted that it had undertaken a comprehensive audit of U.S. 500 NXX assignments which resulted in a significant number of codes being returned to the pool of available resources. In its letter, NANPA requested assurances from the Commission that the NPA 500 NXX codes that had been assigned for Canada’s exclusive use in 1999, at the direction of the Commission, were still required.

In its examination of the situation, the Canadian Steering Committee on Numbering (CSCN) was asked to examine the question of Canada’s near-term requirements, and to report its findings to the Commission via the CRTC Interconnection Steering Committee (CISC) process. At the same time, the Canadian Numbering Administrator (CNA) undertook a review of the status of NXXs already assigned to Canadian entities, initiating reclamation as required.

In April, the CSCN examined the situation and recommended that given:

the change in circumstance with regard to the establishment of a U.S.-based NPA 500 portability pool;

no Canadian service provider has implemented NPA 500 since they were first assigned in 1994 to Canadian carriers; and,

resources will be available to Canadians in the relief NPA (533) should the need arise,

the Commission direct the CNA to return NXXs in NPA 500 that are not in-service, to the North American pool for assignment where needed, including those NXXs that are reserved for Canada but not yet assigned to Canadian entities.

In May, the CISC Steering Committee supported the recommendation of the CSCN and forwarded the recommendation to the Commission for consideration.

In light of CISC’s recommendation and in recognition of the need to conserve North American Numbering Plan resources in order to delay the exhaust of the Plan for as long as possible, the Commission, by way of this decision, directs the CNA to return to the NANPA all NXXs in NPA 500 that have not been assigned as well as any NXX that has been recovered through reclamation efforts.
