Applications by ASTRAL BROADCASTING GROUP INC. (ABGI) to seek
authority to effect an intra-corporate reorganization in order to
place all of Astral Media Inc. (Astral Media) specialty television
undertakings under one corporate group. The broadcasting
undertakings in question are Canal Vie and Canal Z, which would be
transferred from Astral Radio Inc. (Astral Radio), to ABGI. |

ABGI is a wholly-owned subsidiary of Astral Media. Astral Radio
Inc. is indirectly wholly-owned by Astral Media, through Astral
Acquisition Inc. |
|
Canal Vie is a national French-language specialty television
service. This service offers information and entertainment programs
which focus on three very specific subjects: lifestyle (human
relations, social and interpersonal), physical and mental health and
outdoor activities for families or individuals. |
|
Canal Z is a national French-language specialty television
service. This service is devoted to programs focusing on science and
technology and computer science. |
|
The reorganization also includes a transfer of Astral Radio’s
50% interest in MusiquePlus Inc. to ABGI. MusiquePlus Inc. is the
licensee of MusiquePlus, MusiMax and Perfecto, La Chaîne. This
transaction was dealt with in the course of a previous proceeding
(Decision letter CRTC 2001-673). |

ABGI is also requesting the issuance of new licences to continue
the operations of Canal Vie and Canal Z under the same terms and
conditions as those in effect under Decisions CRTC 96-613 and
99-110. |

Nunavut, on frequency 93.5 MHz (channel 228) with an effective
radiated power of 106 watts. |

Further, the applicant proposes to add a transmitter at Kilometre
38, to distribute, in non-encrypted mode, the programming of
CITÉ-FM (IND) Montréal, Quebec which will operate on frequency
98.5 MHz (channel 253) with an effective radiated power of 150
watts. The applicant states that this would benefit the mine workers
travelling the road between Katinniq and Deception Bay. |
