Ownership applications granted approval
|
|
In this notice, the Commission publishes
a list of transfers of ownership and changes to the effective control of
broadcasting undertakings that it has authorized during the period 1
November 2005 to 31 December 2005 pursuant to its streamlined procedure,
and the details regarding these transactions. |

The Commission has a streamlined procedure
for its consideration of applications involving transfers of ownership
and changes in the effective control of broadcasting undertakings. Under
this procedure, and on a case-by-case basis, the Commission may approve
such an ownership application without first having issued a public
notice provided that: |

a) its examination of the application reveals the presence of no
significant policy concern; and
|
|
b) the Commission is convinced that approval would be consistent
with its approvals of previous applications.

Where these two conditions are met, the
Commission is generally satisfied that a process initiated by a public
notice is not required in the public interest, and would unnecessarily
delay implementation of the transaction contemplated by the applicant.

In the appendix to this public notice, the
Commission publishes a list of transfers of ownership and changes to the
effective control of broadcasting undertakings that it has authorized
during the period 1 November 2005 to 31 December 2005 pursuant to its
streamlined procedure, and the details regarding these transactions.

Rawlco Edmonton and Rawlco Radio Ltd. amalgamated to continue the
operation of the undertaking under the name of Rawlco Radio Ltd. |

Corporate reorganization transferring to
Evanov Radio Group Inc. 80% voting interest of its subsidiary CKMW Radio
Ltd. in Ottawa Media. In English-language adult standards/easy
listening FM radio station in Ottawa, Broadcasting Decision CRTC
2005-254, 23 June 2005, the Commission authorized CKMW Radio
Ltd., on behalf of a corporation to be incorporated1
to operate a new
English-language commercial FM radio programming undertaking in Ottawa,
Ontario. The station is not yet in operation. |

Arya Persian TV Network Inc. (Arya) |

Transfer of ownership and control of Arya,
from Michael Arturi and Pejman Lak, to Bijan Pardis. In Arya TV –
Category 2 specialty service, Broadcasting Decision CRTC 2004-446,
8 October 2004, the Commission authorized Arya to operate a national,
Farsi-language Category 2 specialty programming undertaking to be known
as Arya TV. The service is not yet in operation. |

Transfer of ownership and control of CJRN 710,
licensee of CJRN Niagara Falls and of CKEY-FM Fort Erie and its
transmitter CKEY-FM-1 St. Catharines, Ontario, from Niagara Broadcasting
Corporation, a corporation controlled by David Dancy as its sole
director, to Northguard Capital Corp. (Northguard), a corporation wholly
owned and controlled by Andrew Ferri. This approval also covers the
transfer to Northguard of the ultimate control of 788813, licensee of
CFLZ-FM Niagara Falls, Ontario, once it becomes a wholly owned
subsidiary of CJRN 710 (transfer approved by letter of approval, 1
February 2001). The licensee also informed the Commission of
Northguard's intention to amalgamate both entities to continue the
operation of the undertakings under the name of CJRN 710 Inc. |

Transfer of the effective control of
CHOY-FM Limitée, licensee of CHOY-FM Moncton, New Brunswick, from Radio
Diffusion Acadie Inc. to Maritime Broadcasting System Limited (MBS).
Through this transaction, CHOY-FM Limitée becomes a wholly owned
subsidiary of MBS. |

Stuart Media Group Inc. (Stuart Media) |

Change in the effective control of Stuart
Media, licensee of the national, Category 2 specialty programming
undertaking known as CGTV Canada (formerly known as The Gaming Channel)
through a restructuring of Stuart Media’s capital, resulting in an
increase in Penetanguishene-Huronia Bingo, Inc.’s (PHB) voting interest
from 40% to 50.41%. PHB exercises legal control of Stuart Media. |
