1. |
The Commission approves the
application by Powell River Model Community Project for Persons with
Disabilities (the Project) for a broadcasting licence to operate an
English-language, low-power Type B community FM radio programming
undertaking in Powell River, British Columbia. The station will operate
at 90.1 MHz (channel 211VLP) with an effective radiated power of 3.6
watts. |

In New developmental community radio
station in Powell River, Broadcasting Decision CRTC 2002-283,
9 September 2002 (Decision 2002-283),
the Commission approved an application by the Project to operate an
English-language, low-power developmental community radio programming
undertaking in Powell River. Consistent with its approach for
developmental community radio stations, as set out in Community
radio policy, Public Notice CRTC 2000-13,
28 January 2000 (Public Notice 2000-13),
the Commission issued a licence for a period of three years. Taking
into consideration the twelve-month period allowed to implement a
new radio station, the licence was to expire 9 September 2006. |

In Public Notice 2000-13,
the Commission stipulated that licensees interested in continuing
the operation of their developmental community radio stations are
expected to file an application with the Commission for a regular
community radio licence or to cease operations. The Project informed
the Commission that it wished to continue to operate its station beyond
this term and filed the current application for a regular broadcasting
licence. The Project proposed to operate the new station with the
same technical parameters as those presently authorized in Decision
2002-283. |

The new station will broadcast an average
of 84 hours of programming in each broadcast week. More than 90% of the
programming will be in English with the remainder in French and Salish.
The programming will consist of news and community-oriented information
as well as musical selections from content category 2 (General popular)
and content category 3 (Traditional and special interest). The station
will also devote one hour each week to airing local artists’ music. |

The Project stated that it has developed a
training program for volunteers and indicated that it will continue to
provide regular training for new volunteers. |

The Commission did not receive any
interventions in connection with this application. |

In accordance with Public Notice 2000-13,
the Project confirmed that the licence will be held by a not-for-profit
organization whose structure provides for membership, management,
operation and programming by members of the community at large. The
board of directors will be ultimately responsible for ensuring that
the licensee complies with the Radio Regulations, 1986 and
the station’s conditions of licence. |

The licence will expire 31 August 2013, and
will be subject to the conditions set out in New licence
form for community radio stations, Public Notice CRTC 2000-157,
16 November 2000. |

The Commission reminds the applicant that,
pursuant to section 22(1) of the Broadcasting Act, no licence may
be issued until the Department of Industry (the Department) notifies the
Commission that its technical requirements have been met, and that a
broadcasting certificate will be issued. |

Given that the technical parameters
approved in this decision are for a low-power unprotected FM service,
the Commission also reminds the applicant that it will have to select
another frequency if the Department so requires. |

The Commission considers that community
radio stations should be particularly sensitive to employment equity
issues in order to reflect fully the communities they serve. It
encourages the applicant to consider these issues in its hiring
practices and in all other aspects of its management of human resources. |
