Application by Rock 95
Broadcasting (Barrie-Orillia) Ltd. (Rock 95) to renew the licence of
the commercial FM radio programming undertaking CKMB-FM Barrie,
expiring 31 August 2006. |

The licensee has stated that
it has contributed the amount required by Decision CRTC 2000-143
for six of the seven years of the original commitment term toward
Canadian talent development (CTD) and aboriginal radio initiatives.
Rock 95 has therefore proposed to contribute, in addition to
the minimum required by the Canadian Association of Broadcaster’s
plan for CTD for the Barrie market as detailed in Public Notice CRTC 1995-196,
the following remaining amounts related to CTD for the first year
of the new licence term: |

- 1 $3,000 to an industry fund;
|
|
- 2 $47,000 to artist promotion;
|
|
- 3 $11,000 for a part-time Canadian talent development coordinator.
|
|
Rock 95 will also contribute
the following remaining amounts to aboriginal radio initiatives: |
|
- 1 $16,611 to support the Native Type B radio undertaking at
Christian Island;
|
|
- 2 $66,446 to support for other native broadcasting related
initiatives.
|
|
The amounts above will fulfil
the seventh year of Rock 95’s commitments. |
|
Rock 95 has also recognized
arrears totalling $102,403.73 in contributions toward support for other
native broadcasting related initiatives incurred over the course of the
first licence term. Rock 95 has proposed to adhere
to the condition of licence that these arrears be paid and divided into
equal yearly amounts through the second term of the licence. |

The licensee proposes to change
the authorized contours by increasing the effective radiated power from
50 watts to 250 watts and by decreasing the antenna height (non-directional
antenna/antenna height 33.8 metres). |

The licensee also proposes to
amend its licence by deleting the FM transmitter CJOA-FM-1 Candy
Mountain. |
|
The licensee indicates that as
of June 2004 it has ceased operation of the transmitter CJOA-FM-1 Candy
Mountain. |
|
The Commission notes that the
increase in power would result in a change of the CJOA-FM Thunder Bay
status from a low power unprotected service to a regular Class A1
service. |

exemption to the prohibition set out in section 7 of the Broadcasting
Distribution Regulations that it not alter or delete a programming
service in the course of its distribution except as specified in that
section. |

Specifically, the licensee asks
to be relieved, by way of condition of licence, for its systems that are
not entirely interconnected with a class 1 undertaking, of the
obligation to pass through video description on an analog basis. |

The licensee proposes to change
the authorized contours by increasing the effective radiated power from
2,790 watts to 40,000 watts and by increasing the
antenna height (non-directional antenna/antenna height to 129 metres). |
|
The applicant states that the
proposed change in contours would be the result of an upgrade to the
transmitting facilities. |
|
The technical changes would
allow the population of Fort McMurray to remain listening to their local
station over a greater distance along the commute, both north and south
of the city. In addition, these proposed technical changes are also
expected to provide a general improvement for the broadcast signal in
downtown Fort McMurray. |
|
The authorized contours of the
station will be increased significantly resulting from the
proposed increase in power and increase
antenna height. |

power from 10,700 watts to an effective radiated power of 40,000 watts
and by increasing the antenna height (non-directional antenna/antenna
height to 129 metres). |

The applicant states that the
proposed change in contours would be the result of an upgrade to the
transmitting facilities. |

Application by the Canadian
Broadcasting Corporation (CBC) to amend the broadcasting licence of
the radio programming undertaking CFWH Whitehorse. |
|
The CBC proposes to change
its condition of licence in order to extend the period of time from
1 June 2006 until 31 December 2006, to simulcast
the programming of CFWH Whitehorse on the FM band following the commencement
of operation of the new AM transmitter. The new AM transmitter was
approved in, CFWH Whitehorse – New Transmitter in Dawson, Broadcasting
Decision CRTC 2004-358,
18 August 2004 (Decision 2004-358). |

In Decision 2004-358,
the Commission approved by condition of licence, a simulcast period
of three months following commencement of operation of the new AM
transmitter CBDN Dawson. The CBC confirmed that it commenced the operation
of CBDN on
1 March 2006. |
|
The CBC has stated that it has
been approached by a local communication society who has expressed
interest in taking over the FM undertaking and operates it as a
community-owned transmitter. It believes that extending the simulcast
period would allow discussions to continue as well as listeners would
benefit from an uninterrupted FM service for at least another six months. |
