CKDR-2 Sioux Lookout - Conversion to FM band

The Commission approves the
application by Fawcett Broadcasting Limited (Fawcett) for a broadcasting
licence to operate a new English-language commercial FM radio
programming undertaking in Sioux Lookout to replace its AM station
CKDR-2. |

The licensee currently operates CKDR-2 as
the only commercial radio service in Sioux Lookout. |

The new FM station will provide 20 hours
per week of local programming. The remaining programming will be
received directly from CKDR-FM Dryden, a station also operated by
Fawcett. Programming will include public service announcements,
community information and advertising. |

The licensee confirmed that it would
participate in the plan developed by the Canadian Association of
Broadcasters for contributions by radio licensees to Canadian talent
development. Under this plan, a radio licensee serving a community the
size of Sioux Lookout would normally be expected to contribute a minimum
of $400 in each broadcast year to eligible third parties for the
development of Canadian musical and other artistic talent. |

The station will operate at 97.1 MHz (channel
246A1) with an average effective radiated power of 560 watts. It will
operate in a single-station market as defined in Local programming
policy for FM radio – definition of a single station market, Public
Notice CRTC 1993-121,
17 August 1993. |

The Commission did not receive any
interventions in connection with this application. |
7. |
The licence will expire 31 August 2012.
It will be subject to the conditions set out in New
licence form for commercial radio stations, Public Notice CRTC 1999-137,
24 August 1999, with the exception of condition of licence no.
9. Condition of licence no. 9 does not apply to stations operating
in a single-station market. |

Pursuant to sections 9(1)(e) and 24(1) of
the Broadcasting Act (the Act), and consistent with the
licensee’s request, the Commission revokes the licence for CKDR-2
Sioux Lookout effective on the implementation of the new FM station.
Fawcett is to inform the Commission when the new FM station is
implemented. |

The Commission notes that the transmitters
CKDR-1 Ignace, CKDR-3 Hudson and CKDR-6 Atikokan, presently authorized
as transmitters of CKDR-2 Sioux Lookout, will be part of the new FM
licence. |

Issuance of the licence
|

The Department of Industry (the Department)
has advised the Commission that, while this application is conditionally
technically acceptable, it will only issue a broadcasting certificate
when it has determined that the proposed technical parameters will not
create any unacceptable interference with aeronautical NAV/COM services. |

The Commission reminds the licensee that,
pursuant to section 22(1) of the Act, no licence may be issued until the
Department notifies the Commission that its technical requirements have
been met, and that a broadcasting certificate will be issued. |

Furthermore, the licence for this
undertaking will be issued once the licensee has informed the Commission
in writing that it is prepared to commence operations. The undertaking
must be operational at the earliest possible date and in any event no
later than 24 months from the date of this decision, unless a request
for an extension of time is approved by the Commission before 14 March
2008. In order to ensure that such a request is processed in a timely
manner, it should be submitted in writing at least 60 days before that
date. |

In accordance with Implementation of an
employment equity policy, Public Notice CRTC 1992-59,
1 September 1992, the Commission encourages the licensee to consider
employment equity issues in its hiring practices and in all other
aspects of its management of human resources. |
