On 12 April 2005,
the Commission issued Broadcasting Public Notice CRTC 2005-30
calling for applications for broadcasting licences to provide radio
programming services for Grande Prairie, Alberta. |
|
On 22 July 2005,
the Commission issued Broadcasting Public Notice CRTC 2005-70
calling for applications for broadcasting licences to provide radio
programming services for Fort McMurray, Alberta. |
|
In response to
these calls, the Commission has received a number of applications for
licences to serve these markets. |
|
Some of the
applications are technically mutually exclusive. These applications are: |
|
For Grande
Prairie:
- Items 1 and 2 are technically mutually exclusive proposing the use
of the frequency 96.3 MHz.
- Items 3 and 4 are technically mutually exclusive proposing the use
of the frequency 98.9 MHz (in the case of Newcap Inc.) and 99.1 MHz
(in the case of O.K. Radio Group Ltd.)
- Items 5 and 6 are technically mutually exclusive proposing the use
of the frequency 103.3 MHz.
- Items 7 and 8 are technically mutually exclusive proposing the use
of the frequency 104.7 MHz.
These applications along with items 9 and 10 will be treated as
competitive radio applications for Grande Prairie. |

For Fort
McMurray:
- Items 11, 12 and 13 are technically mutually exclusive proposing
the use of the frequency 94.3 MHz.
These applications along with items 14 to 19 will be treated as
competitive radio applications for Fort McMurray. |

redefine the licensed area for the undertaking serving St. John’s to
reflect the expansion of the residential areas. |

Rogers proposes a "zone-based"
approach to community programming. The proposal can be summarized as
follows: |

(1) For the purpose
of community programming, the licensed areas would be divided into eight
zones (six in New Brunswick and two in Newfoundland and Labrador). Each
zone would include a Class 1 or 2 licensed area with its own headend and
studio facilities interconnected with 5-10 smaller licensed areas (i.e.
Class 2 and/or 3 licensed areas). |

(2) For each
licensed area within a zone, Rogers would comply with the minimum
requirements for 60% and 30% local community and community access
programming set out in the Broadcasting Distribution Regulations (the
Regulations). Programming that is produced elsewhere within the same
province would qualify to meet these requirements. |

(3) To ensure
adequate reflection of communities, Rogers would commit to broadcast in
each zone, a minimum of 40% local community and 20% community access
programming that originates from any licensed area within the same zone.

In order to put
this approach into effect, Rogers proposes new conditions of licence
establishing eight zones that would each be considered licensed areas
for the purposes of sections 27, 27.1, 28 and 29 of the Regulations and
other conditions of licence affecting subsections 27.1(1) and 27.1(3). |

Cogeco proposes to
amend the condition of licence relating to the use of 25% of its local
availabilities for the promotion of its discretionary programming
services to allow the promotion of non-programming services, such as
Internet access and local telephone service. |

Cogeco has also requested

that will be considered in the present proceeding, to add a condition
of licence, to permit it to distribute, in digital mode and on a discretionary
basis, a second set of signals that provides the programming of the

Currently, CKTT-FM
offers a tourist information service consisting of pre-recorded welcome
messages, paid advertising and general information relating to the
tourist sites and events in and around the city of Timmins. |
|
The applicant
indicated its plans to offer religious programming as defined in the
Commission’s Religious Broadcasting Policy (Public Notice CRTC
1993-78). As such, it has proposed to delete the following conditions of
licence: |
|
1. The licensee must use the station solely for the purpose of
broadcasting pre-recorded welcome messages, paid advertising, and
general information relating to tourist sites and events in and
around Timmins, except for a maximum of 10 hours per week of "live"
broadcasting.
|
|
3. The licensee must not broadcast any musical selection, except
as incidental background music.
|
|
In their place, the
applicant proposes to add the following conditions of licence: |
|
1. The licensee shall draw at least 95% of the total weekly music
from category 35 (non-classic religious)
|
|
2. Where the licensee broadcasts religious programming as defined
in the Religious Broadcasting Policy, Public Notice CRTC
1993-78, 3 June 1993, the licensee shall adhere to the guidelines
set out in sections III.B.2.a and IV of that public notice with
respect to the provision of balance and ethics in religious
programming, as amended from time to time.

3. The licensee shall provide a minimum of 10 hours of balance
programming per broadcast week as defined in the Religious
Broadcasting Policy, Public Notice CRTC 1993-78.

4. The licensee shall provide a minimum of $100 per year in

community radio licence, or to cease operations. The licensee has filed
an application for a standard licence as a result of this. |
