Inc. (AVR) to renew the licences of the Native Type B radio
programming undertakings CKAV-FM Toronto, CKAV-FM-2 Vancouver, and its
transmitters at Abbotsford, CKAV-FM-3 Calgary and CKAV-FM-9 Ottawa
which are expiring on 31 March 2007. |
|
It appears to the Commission that the
licensee may have failed to comply with the Radio Regulations, 1986
concerning the provision of complete logger tapes in the case of its
undertaking CKAV-FM Toronto. It also appears that the licensee may have
failed to comply with its condition of licence that it "ensure that a
minimum of 25% of all programming broadcast each broadcast week is
spoken word programming". |
|
Programming concerns:
The Commission notes the licensee’s preference to, rather than
accept a condition of licence stipulating a specific minimum of
Aboriginal-language spoken word programming, to instead focus on raising
awareness of the goals of the Aboriginal Languages Initiative and to
encourage participation by Aboriginal people in all regions of the
country. Moreover, the Commission notes AVR’s increased preference to
focus on national network programming rather than its original local
programming commitments. |
|
AVR’s current proposals appear to represent
a significant departure from its originally proposed mandate. The
Commission authorized these services based, in part, on the expectation
that AVR would provide local programming and Aboriginal language
programming to these markets. |
|

Canadian Aboriginal language while 35% of music broadcast will be
performed or composed by aboriginal talent. |
