CULTURAL DIVERSITY

The Commercial Radio Policy (1998-41) "encourages broadcasters to reflect the cultural diversity of Canada in their programming and employment practices, especially with respect to news, music and promotion of Canadian artists.".

Recognizing that the means to address issues related to cultural diversity in radio will be highly dependent on a station's particular format, describe measures you have taken, as well as those you will be taking, to incorporate and reflect the reality of Canada's cultural, ethnic, racial and Aboriginal diversity, in the following areas:

Answer:

We understand the importance of creating a corporate culture that supports and, in fact, welcomes cultural diversity.  Without a supportive culture, corporate programs will be short-lived and/or ill fated.  Rogers Broadcasting Limited (RBL) has taken a number of steps to ensure its corporate culture is a supportive one.  Our Corporate Cultural Diversity Plan details the employment practices already established at RBL as well as a number of initiatives going forward (e.g. diversity training, outreach recruitment, behavioural-based interviewing techniques and employee communications).

Our radio division has also been involved in a number of specific projects.   In 1990, RBL developed two education and training programs for employees seeking new opportunities within our organization.  The Program Directors Understudy Program takes applicants from within the organization and teaches them the fundamental skills and talents for the position of a radio station Program Director.  The Sales Managers University takes salespeople from across the country and provides them with significant exposure to the sales management side of our business. 

These programs usually last about a year to a year and a half, with each participant receiving individual tutoring.  One of the principal objective of these programs is to make a minimum of 50% of the available spots in each program specifically available to members of under-represented groups.

RBL is committed to a multi-faceted approach to programming that accurately reflects Canada's cultural diversity.  Such an approach embodies not only the accurate reflection of the presence of cultural and racial minorities, but also their accurate, fair and non-stereotypical portrayal in the programming that is ultimately produced or distributed.

RBL is a member in good standing of the Canadian Broadcast Standards Council.  As such, we undertake to ensure that each aspect of the programming at our radio stations complies with the principles of various broadcasting industry codes, including the Canadian Association of Broadcasters' Code of Ethics and the Radio Television News Directors Association Code of Ethics.

On a quarterly basis, RBL holds editorial board meetings to discuss issues faced by each of our news-based organizations.  These meetings provide an important context and perspective for news-gathering and news reporting within all of our media properties.  An on-going focus in these meetings is the appropriate reflection of Canada's cultural diversity both in terms of accurate representation and portrayal.  These meetings are not limited to broadcasting issues, as they also include the input of the Rogers Publishing Group.  Moreover, our editorial board meetings encourage external participation, frequently including politicians, government policy makers or community representatives as part of out roundtable discussion.

Broadcasters are involved in the business of local content and local reflection.  In doing so, RBL understands the importance of seeking and obtaining community input.  Each of our radio stations has established a Local Advisory Board to encourage a direct, two-way link with the local community.  Our Boards are reflective of the makeup of local ethnic communities and are responsive to their needs and interests.  In establishing our Boards, our objectives are:

·          to establish, develop and maintain a consistent rapport with local communities, organizations/associations and relevant government bodies to better inform them of the station, its programming and its policies;

·          to provide input on programming development, providing community direction or sensitivities; and

·          to assist in the development of policy procedures, the review of specific cases and the proposal of appropriate action.
