Licence renewals for CHAN-TV, CHKM-TV, CHKL-TV and CIFG-TV
|
1. |
The Commission renews the licences for the following
television programming undertakings and their transmitters: |
|
· CHAN-TV Vancouver and its transmitters CHAN-TV-1 Chilliwack,
CHAN-TV-2 Bowen Island, CHAN-TV-3 Squamish, CHAN-TV-4 Courtenay,
CHAN-TV-5 Brackendale, CHAN-TV-6 Wilson Creek, CHAN-TV-7 Whistler,
CITM-TV 100 Mile House, CITM-TV-1 Williams Lake and CITM-TV-2
Quesnel;

· CHKM-TV Kamloops and its transmitter CHKM-TV-1 Pritchard;
|
|
· CHKL-TV Kelowna and its transmitters CHKL-TV-1 Penticton,
CHKL-TV-2 Vernon, CHKL-TV-3 Revelstoke, CKKM-TV Oliver/Osoyoos,
CISR-TV Santa Rosa, CISR-TV-1 Grand Forks, CKTN-TV Trail,
CKTN-TV-1 Castlegar, CKTN-TV-2 Taghum, CKTN-TV-3 Nelson and
CKTN-TV-4 Creston; and

· CIFG-TV Prince George.
|

The licences for these undertakings will be subject to the terms,
conditions of licence and commitments set out below, as well as to
those contained in Decision CRTC 2001-458. The Commission notes that
CIFG-TV is also subject to the condition of licence regarding the
broadcast of 8 hours per week of Canadian programming (see Appendix
2, Decision CRTC 2001-458).

Most of the programming broadcast by CHKM-TV, CHKL-TV and CIFG-TV
is received from CHAN-TV, but the former three stations carry local
advertising material. |

Terms
|
2. |
The licences will be in effect from 1 September 2001 to 31 August
2008.
|
3. |
The Commission notes that this licensee is subject to the Employment
Equity Act and therefore files reports concerning employment
equity with Human Resources Development Canada.
|
|
Conditions of licence
|
4. |
In each broadcast year, the licensee shall caption 90% of all
programming during the broadcast day, including 100% of all category
1 - News programming. |

Conditions of licence for CHAN-TV
|
5. |
The licensee shall permit the licensees of television stations
CFJC-TV Kamloops, CKPG-TV Prince George, CJDC-TV Dawson Creek and
CFTK-TV Terrace to cover over those commercials that are not carried
on all conventional television undertakings owned or controlled by
Canwest Global Communications Inc., with commercials sold by the
above listed broadcasters.

Such covering over shall take place at the rebroadcasting
stations that distribute the CHAN-TV signal into the above listed
broadcasters’ respective markets. Such covering over shall be at
the above listed broadcasters’ expense.

6. |
In addition to the requirements of condition of licence number 4
set out in Appendix 2 to Decision CRTC 2001-458, the licensee shall
broadcast in the second year of the licence term an average of 2
hours per week of described Canadian priority programs from
categories 7 (Drama) and 2b) (Long-form documentary), between 7 p.m.
and 11 p.m.

In fulfilling this condition, a minimum of 50% of the required
hours must be original broadcasts. Further, the licensee may
broadcast up to one hour per week of described children’s
programming at an appropriate children’s viewing time.

Commitments
|
7. |
The Commission notes the licensee’s commitment to broadcast on
CHAN-TV a minimum level of local programming of 42.5 hours in
each broadcast week.

8. |
The Commission also notes the commitment made by the licensee
regarding CHAN-TV, as set out in Decision CRTC 2000-221, that
management of programming and of news at CHAN-TV shall be kept
separate from that of its sister station, CHEK-TV Victoria.
