Monitoring the Canadian telecommunications industry

A consultation will be held with the telecommunications industry,
consumer groups and other interested persons to assist the Commission to
determine the information needed to monitor more effectively the Canadian
telecommunications industry. |

The need to monitor the industry
|
1. |
Monitoring the Canadian telecommunications industry, as set out in the
CRTC Action Plan 2000-2003, will allow the Commission, among other
things, to determine more effectively a) the state of competition, b) the
effect of competition on services to consumers, and c) the service
providers' compliance with legal and regulatory requirements. |

This information will also be used to assist the Commission to fulfil
the requirements under Order in Council P.C. 2000-1053, 26 June
2000. The Order in Council requires the Commission to submit a report to
the Governor in Council, once in each year for the next five years, on,
among other things, a) the status of competition in Canadian
telecommunications markets, and b) the deployment and accessibility
of advanced telecommunications infrastructure and services in urban and
rural areas in all regions of Canada. |

Certain information is currently being collected by Statistics Canada
and will be made available to the Commission. However, additional
information will be required from telecommunications service providers.
The Commission will require this additional information in the second
quarter of 2001. |

The Commission is currently seeking bids for the services of a
consultant to assist in the establishment of additional mechanisms to
collect this information. The consultant will prepare a background report
recommending appropriate monitoring mechanisms. |

The Commission will hold a consultation with the telecommunications
industry, consumer groups and other interested persons to assist the
Commission to determine the information needed to monitor more
effectively the Canadian telecommunications industry. |

Procedure

Parties wishing to participate in the consultation must notify the
Commission of their intention to do so by 29 January 2001. These
parties should contact the Secretary General by mail at CRTC,
Ottawa, Ontario, K1A 0N2; by fax at (819) 953-0795; or by email at procedure@crtc.gc.ca.
They are to indicate in the notice their email address, where available.
If parties do not have access to the Internet, they are to indicate in
their notice whether they wish to receive disk versions of hard copy
filings. |

The Commission will issue as soon as possible after the registration
date, a complete list of interested parties and their mailing address
(including email address, if available), identifying those parties who
wish to receive disk versions. |

It is expected that parties will be provided with a copy of the
consultant's initial background report by 21 March 2001. |

A two-day consultation will be held in the National Capital Region,
and is expected to commence on 18 April 2001. The
consultation will be chaired by Commission staff and will focus on the
recommendations in the background report. It is intended that parties
will have the opportunity to file written submissions prior to or during
the consultation. Prior to the commencement of the consultation, details
regarding the consultation, including the procedure to be followed, will
be issued. |

Persons requiring communications support such as assistive listening
devices and sign language interpretation are requested to inform the
Commission at least twenty (20) days before the commencement of the
public hearing so that the necessary arrangements can be made. |

The consultant's final background report will be used to develop
survey forms, which will identify the additional information required
from telecommunications service providers. It is expected that these
survey forms will be sent to telecommunications service providers by 18 May 2001. |

Telecommunications service providers will be required to file with the
Commission the information referred to in paragraph 11 above by 22 June
2001. |

Where a document is to be filed or served by a specific date, the
document must be actually received, not merely sent, by that date. |

Parties wishing to file electronic versions of their comments can do
so by email at the address shown above, or on diskette. |
15. |
Electronic submissions should be in the HTML format. As an
alternative, those making submissions may use "Microsoft Word"
for text and "Microsoft Excel" for spreadsheets. |

Please number each paragraph of your submission. In addition, please
enter the line ***End of document*** following the last paragraph. This
will help the Commission verify that the document has not been damaged
during transmission. |

The Commission will make submissions filed in electronic form
available on its web site at www.crtc.gc.ca
in the official language and format in which they are submitted. This
will make it easier for members of the public to consult the documents. |

The Commission also encourages interested parties to monitor the
public examination file (and/or the Commission's web site) for additional
information that they may find useful when preparing their submissions. |

Submissions may be examined or will be made available promptly upon
