IN THE MATTER OF an application by Unitel Communications Inc. (Unitel) filed on 8 November 1994, pursuant to Part VII of the CRTC Telecommunications Rules of Procedure, requesting that the Commission order BC TEL to allow Information System Access Line (ISAL) subscribers to pre-subscribe to a long distance provider of their choice.

WHEREAS Unitel described an ISAL as being a PSTN access line with full connectivity for both local and long distance dialing and that the only difference between an ISAL and a PSTN business line is that for an additional charge the ISAL line may be conditioned for data and terminated in a special data jack on the subscriber´s premises;

WHEREAS Unitel argued that the refusal to allow ISAL subscribers to pre-subscribe to other long distance providers creates an undue preference;
|
WHEREAS by letter dated 7 December 1994, Westel Telecommunications Ltd. expressed support for Unitel´s application;
|
WHEREAS in a 12 December 1994 letter filed on behalf of BC TEL, Stentor stated that it considered that ISALs were not eligible for pre-subscription because they are a data service;
|
WHEREAS Stentor stated that Bell is also awaiting the Commission´s disposition of Unitel´s application; and
|
WHEREAS the Commission considers that an ISAL is a PSTN service eligible for
pre-subscription and that to not permit subscribers to pre-subscribe their ISAL services to the carrier of their choice constitutes an undue preference -

IT IS HEREBY ORDERED THAT:

BC TEL and the other Stentor companies permit subscribers to pre-subscribe their ISAL services to the carrier of their choice.
