I am opposed to any subsidization.  I choose to live in Burnaby.  My choice comes with very high house prices, but low telephone costs.  The person who chooses to live in a remote area has low-priced housing but has to live with the fact that it costs more to use the telephone.  Relatively, I am far worse off, but that is my choice.  Ask the question again when the other person agrees to subsidize my housing costs.
