I would have no problem with the residential rates being increased no more than the annual rate of inflation if only my income were to increase by the same amount.  When every utility raises their rates in this fashion, it becomes increasingly difficult for the average person to make their payments.  And of all the utilities, the phone would be the one I could give up the easiest.  Food for thought.  Thank you, Deborah J.
