Dear Sir,

I am adamantly opposed to the proposed rate increase to support a

subsidized Service Improvement Plan for extended or upgraded service in

rural communities. I see no reason why the subscribers in high density

urban locations like Vancouver, Calgary or Edmonton should pay for

service improvements for rural customers. They do not pay a share of

the higher property taxes or extra gas taxes we must pay to cover

Translink, etc. They obtain many benefits from living in a rural

environment and any costs involved in their service upgrade should be

covered directly by the parties who benefit or by General Tax Revenue

from Ottawa. It should not come from a customer subsidy !!! The Telus

proposal indicates a sharing agreement of 1:25 which means a 96% subsidy

from outside the community---this is clearly unfair.
