Regarding the proposed rate increase to pay for the service imporvement plan,

let me express my view that the increase ought to be carried by those who use

the services renderred by the upgrade and that it not be applicable to those who

do not use it. Many who have no need or use for the service should not be

burdened with this additional expense.
