I personally think I pay quite enough for the simple privilege of having a telephone ($23.86 + GST a month) ($300 a year), with actual "use" of the telephone on top of that.   Of course, I don't know how much time your people spend servicing the lines in my area, but I still think that Telus can probably afford to upgrade lines where they want to without raising costs any further.
