Request by BCE Media Inc. seeking to amend the lists of Eligible Satellite Services by adding non-Canadian French-language services
On 22 December 1999, BCE Media Inc. (BCE) submitted a request to the Commission to amend the lists of Eligible Satellite Services, to authorize the distribution in Canada of the following French and European services: EuroNews, Planète, Paris-Première, Muzzik and Tropic.
In Public Notice CRTC 2000-6, Licensing Framework Policy for New Digital Pay and Specialty Services, the Commission indicated that it would consider requests to add foreign services to the lists of Eligible Satellite Services once it had licensed new Canadian services. As a result, the Commission has determined that it would be inappropriate to proceed with BCE’s request at this time. However, in view of the objectives of the Broadcasting Act to provide a range of services in English and French as resources become available, and the recognition that English and French broadcasting, while sharing common aspects, operate under different conditions and may have different requirements, the Commission will seek comments at the hearing commencing 14 August 2000, on the role that non-Canadian French-language services may play in increasing the availability and diversity of French-language programming in Canada.
The Commission has issued today its Notice of Public Hearing relating to the 14 August 2000 Public Hearing. Interested parties wishing to comment on this issue should consult Notice of Public Hearing CRTC 2000-5.
