15.1 I see you have "lit fibre"
and "dark fibre". Which is it?
For each metropolitan backbone routes, your figures should describe
the actual amount of capacity you have lit -- fibre strands and
bandwidth, specifically. We also ask you to specify how many unlit
fibre pairs are on that route. The total number of strands on
the route will, of course, be equal to the sum of the lit and
the unlit strands.
15.2 Your definition of "metropolitan
area network" doesn't correspond with ours, so can you explain
what you mean by an "on-net MAN building"?
This is a term whose usage varies notoriously within the industry,
and especially based on whether one is an incumbent or a newer
entrant. There's not much we can do about that, but please see
above for specifics on what should be entered onto the form itself.
We can, however, be specific about the meaning of "on-net
MAN buildings". They are defined as endpoints of a POP-to-POP
network segment -- in other words, buildings within which you,
as a provider, house your own equipment, therefore enabling you
to interconnect with a customer who co-locates at that same location.
Examples include carrier hotels, central offices, co-location
facilities, terminal rooms in multi-tenant buildings, and similar
sites.

16.1 Where a backbone route goes between two
major cities, but hops via a series of minor cities, how do I
define the route?
Define the route as a series of city-to-city hops. If the Big
City A to Big City B has add-drop points in Little Cities 1, 2,
and 3, then report routes A to 1, 1 to 2, 2 to 3, and 3 to B.
16.2 But I don't know which minor cities my
backbones drop off in. All the information is in various people's
filing cabinets, and it would take months to figure it all out.
This information is important, but for some providers -- particularly
large providers where legacy asset management systems are being
phased out or OSS systems don't exist -- providing full data might
take dedicated employees several weeks or more. In those cases,
CRTC staff will work with the provider in question to assemble
the best information possible on a best-efforts possible.
For providers for whom this is the case, please get in touch
with us. To date, the most workable solution has been to provide:
? major city-to-city route data;
? a list of other municipalities which sit on "hops",
but without knowing which routes those municipalities sit on;
? if possible, a quick ranking of these other municipalities into
tiers.
If it's much easier to deliver information in the latter format,
we will work to combine that information with other data in order
to infer network topology, then pass it back to you for comments
and to identify easily-correctable errors. If you would like to

17.1 When you ask for top in-group routes
by sales and top out-of-group sales, do you want data for the
five routes that had the highest sales in each corporate category,
respectively -- or just the five top routes overall, with separate
in-group and out-of-group information?
Where possible, report the latter. For the five highest-sales
routes overall, provide in-group and out-of-group information.
If it is simpler to determine the top five routes by sales separately
for in-group and out-of-group revenues, however, then go ahead
and do so -- the information you return will remain fully congruent
with industry-wide market data, and the reporting exercise will
in no way be affected.
