1.1 1.1 Who should respond to the
2003 Data Collection?
A letter has been issued requesting certain entities to complete
Reporting Entity Profile Forms for the year 2002. If you have
not received such a request, you provide telecommunications services
in Canada and your telecommunications revenue is greater than
$2 million, contact us by sending an e-mail (telinfo@crtc.gc.ca)
or letter to the address on the contact page.
1.2 Do I have to fill out all of the
forms?
All Reporting Entities are asked to fill out forms 03-110, 03-111,
03-120, and 03-121 by 3 March 2003. Reporting Entities will be
notified as to which additional forms they will be required to
complete.
1.3 Do ISPs have to participate, too?
Yes. The CRTC has forborne from regulating most aspects of the
Internet. It is important that the CRTC measure competition in
the Internet market. This measurement is an important part of
ensuring that the CRTC fulfils its responsibilities.
1.4 Can I delete the worksheets (tabs)
that I’m not completing?
No. If you change the forms or delete any tabs, then your responses
will not be properly recorded into our database. Please do not
delete, alter, merge, or change the colour of any of the form
cells.
1.5 We acquired or disposed of telecom
assets in 2002. Are we responsible for filing responses?
The Legal entity in existence at 31 December 2002 that acquired
the assets is responsible for submitting all of its 2002 information
pertaining to the assets. In addition, if a company was merged
with you in 2002, you are responsible to report the telecommunications
operations of the combined companies.
1.6 Local, short-haul, or long-haul?
Local network segments are those that connect between a service
provider's point of presence, at one end of the network segment,
and the customer premise, on the other.
Short-haul segments are considered backbone segments, because
they connect between service provider points of presence at either
end. They remain intra-city -- both ends are in the same municipality,
adjacent municipalities, or the same metropolitan area.
Long-haul network segments are also backbone segments; they,
too, connect between service provider points of presence. The
difference, however, is that they are inter-city segments. The
two ends are in different, non-adjacent municipalities.
1.7 I usually consolidate my company's financial
statements with our subsidiary's financial statements. Can I do
that here, too?
No. We need surveys returned for each legal entity.
The survey questions—especially the "in group"
and "out of group" splits—are designed to help
us eliminate double counting and consolidate certain information.

2 Downloading
2.1 How do I download this year's
forms?
Please make sure you read the Reporting
Guide for instructions on how to complete the forms. After
reading the Guide, visit the Forms
page to download individual files.
The files are in Excel (.XLS) format. You can read them using
any one of several programs, including Excel (Macintosh,
Windows),
Lotus 1-2-3 (Windows),
OpenOffice (UNIX,
Windows), StarOffice (UNIX,
Windows), or others.
2.2 Can I have the forms printed out and mailed
to me
Sure. Please contact us,
and we'd be happy to send you paper copies, electronic copies
on diskette, or any other version that is reasonable.

3. Deadlines
3.1 I won’t be able to meet the 3 March
2003 deadline for filing the Reporting Entity Forms or the 15
May 2003 deadline for filing the Sector Data Forms. What should
I do?
