26. Form 03-610 – Local and Access - Owned, Leased, Rebilled Facilities

26.1 Who should fill this form out?

Anyone who provides dedicated, fixed local services, such as local fixed voice and high-speed Internet. This form asks you to report the number of fixed lines over which you provide these services. That means that, where you provide two services over one line -- like DSL and local voice -- only one line should be reported.

26.2 What goes in "Owned Lines”, as opposed to "Leased Lines"?

Under "Owned Lines", report the number of fixed access lines that you own, over which you provide fixed local services. Under "Leased Lines", report the number of local lines that you lease, over which you provide services. Unbundled loops you take from an incumbent in order to provide local voice service would fall into the latter category.
