CRTC RECOGNIZED FOR ITS NEW APPROACH TO
POLICY & MANAGEMENT

OTTAWA-HULL — The Canadian Radio-television and Telecommunications Commission is one of three finalists, for the prestigious Institute of Public Administration of Canada (IPAC) award for Innovative Management. This award, sponsored by PricewaterhouseCoopers and IBM Canada, recognizes new approaches to policy and management through collaboration. The submissions were assessed based on innovation, relevance, significance and effectiveness.

The CRTC has been chosen as one of three finalists, out of 108 submissions, for its innovation in creating an efficient and collaborative approach to implementing local telephone competition in Canada through the CRTC's Interconnection Steering Committee (CISC). The CRTC is honoured to be the only federal government department/agency, of the 108 candidates representing federal, provincial, regional and municipal governments, that is still in the running.

The Commission, through the CISC, has been able to bring together around the same table, competing companies, industry experts, government policy makers and public advocacy groups. The CISC has enabled the Commission, with the co-operation of the affected industries, to tackle difficult technical and sometimes contentious issues so that consumers benefit from the efficient and quick entry of competitive players into the local telephone market.

Because of the tremendous success of the CISC in dealing with matters, such as telephone number portability and others, the Commission is implementing the same strategy for other complex issues. As new types of technology and services emerge, this approach will continue to resolve issues efficiently. For instance, the need for interfaces between traditional networks and networks that use Internet protocol is currently under discussion.

The Commission's innovative approach to regulation has not only resulted in greater efficiency but has also created a more co-operative approach to decision-making - making the CISC process a model for other regulators around the globe.

IPAC will announce which of the three finalists will receive first, second and third prize at its 52nd Annual Conference in Ottawa on August 30th, 2000.

IPAC is a national bilingual non-profit organization, concerned with the theory and practice of public management, with 17 regional groups across Canada. It provides networks and forums regionally, nationally and internationally.
