THE CRTC CALLS FOR LICENCE APPLICATIONS FOR AN ETHNIC TELEVISION SERVICE IN THE GREATER VANCOUVER AREA

OTTAWA-HULL — Today, the Canadian Radio-television and Telecommunications Commission (CRTC) issued a call for licence applications to operate an over-the-air ethnic television service in the Greater Vancouver Area.

The call is issued in conjunction with a report submitted by the Commission to the Governor in Council, with the aim of establishing an over-the-air television service that reflects and meets the needs of the multicultural, multilingual and multiracial population of Greater Vancouver as soon as possible.

In October 2000, the Commission sought comments from the public on over-the-air ethnic television in Vancouver. Most of the 547 comments received on this issue came from citizens and organizations representing various ethnic communities in Greater Vancouver and from across Canada.

CRTC Vice-Chair, Broadcasting, Andrée Wylie, explains:  "In preparing its report and in light of the objectives to be achieved under the Broadcasting Act, the Commission took into account the very strong demand for such a service, expressed by virtually all participants in the public process. The Commission also took into consideration the diverse and rapidly growing ethnic communities in Greater Vancouver."

Licensing criteria

In today’s public notice, the Commission outlines the criteria it will use to examine the licence applications for the new service. The principal criteria are listed below:

  • In accordance with the Commission’s policies on Canadian television and on ethnic broadcasting, how would the proposed service reflect and meet the needs of the diverse ethnic communities in the Greater Vancouver Area?
  • The number of ethnic groups that would be served, and the number of languages in which the proposed service would provide programming.
  • The means by which the service would promote the development of Canadian talent, including local and regional talent.
  • An analysis of the markets involved and potential advertising revenues, and evidence of sufficient financial resources to meet the requirements of the applicant’s business plan.

Application process

Licence applications for an over-the-air ethnic television service in the Greater Vancouver Area are to be filed with the CRTC no later than June 29, 2001.

The Commission will announce details of the public process in which it will examine the applications at a later date.
