Statement of Principles and Practices (condensed version)

This statement has been created to ensure that CTV and Global continue to contribute to the Broadcasting Act’s objectives that the Canadian broadcasting system should:

  1. Safeguard, enrich and strengthen the cultural, political, social and economic fabric of Canada;
  2. Offer programming that reflects Canadian attitudes, opinions, ideas and values and artistic creativity;
  3. Offer different views on issues of public concern and information and analysis from a Canadian point of view.

Principles

  1. CTV and Global will maintain news management and presentation structures for their conventional TV operations separate from those of their newspapers. TV news managers will not be involved in the management of any of their newspapers or vice versa;
  2. CTV and Global will each form a monitoring Committee to deal with complaints from employees and the public about their compliance with the Statement;
  3. CTV and Global will inform their employees and their viewers about the Statement and Committee.

Monitoring Committee structure

  1. Each Committee will be a neutral body of three members who are not currently connected to the licensees or their subsidiaries. CTV and Global will appoint the members for the duration of their licence terms.

Operation

  1. The Committee will receive complaints, investigate where necessary and give a copy of each complaint to the licensee.
  2. To investigate, they are authorized to obtain information from the licensees’ management and its subsidiaries or any employee involved and to examine any files relevant to the complaint.
  3. In an investigation, the Committee should hear the views of all parties, report to the licensees’ Board of Directors and make recommendations. The Board will respond to each recommendation.
  4. The Committee shall give an annual report to the Boards of Directors and the CRTC on the complaints, the recommendations and the licensees’ responses. This report will be made public.
  5. Employees appearing before the Committees will not be sanctioned or lose pay due to the resulting absences from work.
