Burry Dear Mr. Burry: Subject: Newfoundland Network Enhancement Plan This is further to your letter dated 1 October 2001 regarding the status of the Newfoundland Network Enhancement Plan required to alleviate toll network congestion. Based on the data in Attachment 1 of the letter, it appears that the congestion problem on certain inter-office trunks has been alleviated with the planned installation of additional trunks. The additional trunks should be installed by December 2001, with the exception of the Eastport route, which is scheduled for completion in March 2002. Aliant also stated in its letter, supported by Attachment 1, page 4 of 4, that there are 20 communities where the company has not budgeted in its capital program the completion date for the planned digital upgrades originally scheduled for completion no later than December 2001. Aliant stated that the delay is due to the economic conditions and the resulting capital constraints. Commission staff is placing Aliant’s letter dated 1 October 2001, and this one, on the public record of Price Cap Review and Related Issues, Public Notice CRTC 2001-37 dated 13 March 2001, since it relates to the Basic Service Objective set out in Telephone Service to High-Cost Serving Areas, Telecom Decision CRTC 99-16 dated 19 October 1999. The company is to provide its best estimate of the completion date of the digital upgrades for the 20 communities mentioned above by 7 days from the date of this letter.
