RE: Confirmation – Fulfillment of CLEC Requirements – Windsor
and Kitchener, Ontario – TELUS Integrated Communications (2000) Inc.
This is in response to letters from TELUS Communications Inc. (TELUS)
dated 20 June and 5 July 2001 in which it provided information that its
subsidiary TELUS Integrated Communications (2000) Inc. (TIC) intends to
offer local exchange services in the Windsor and Kitchener telephone
exchanges and that it continues to satisfy the requirements imposed on
Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC
97-8, Local Competition, 1 May 1997 (Decision 97-8)
Based on the statements made by TELUS in its letters, Commission
staff considers that TIC meets the CLEC requirements set out by the
Commission in Decision 97-8. The company can provide local exchange
services as a CLEC in the above-noted exchange of Bell Canada’s
operating territory, provided it continues to meet those requirements
and complies on an ongoing basis with the Canadian ownership and control
regime set out in section 16 of the Telecommunications Act and in
the associated regulations.
