Instructions for Temporary Resident Permit

Temporary Resident Permits overcome different inadmissibilities, so not all of the following documents will apply to your case. Please submit those which are relevant to your case.

All documents relating to your criminal history are mandatory for
Applications for a Determination of Rehabilitation
********************************************************************************************************************

1. The application form. For ease and speed of processing, we ask that you print clearly your answers using CAPITAL letters in each box.  If a question does not apply to you, write N/A meaning "not applicable" in the space provided. 
2.The fees: Your application is subject to a Non-refundable fee for the service. Please include with your application a CERTIFIED CHEQUE or MONEY ORDER in the amount of:

US$ 180 payable to the "Canadian Consulate General", or
CAD$ 200 payable to the "Receiver General of Canada" (for criminality)

3.Your Certificate(s) of Conviction
4.The copy of the statute(s) under which you were convicted
5.The statement(s) from your probation officer(s) (if applicable)
6.The police certificate(s) from your area of residence
7.The Federal Police Clearance from the Federal Bureau of Investigation (F.B.I.)
8.The Federal Police Clearance from the Royal Canadian Mounted Police (R.C.M.P.)
9.Three letters of reference from responsible citizens (parole boards, public officials, respectable private citizens, clergymen) who are aware of your criminal record and could attest to your rehabilitation.
10.Your proof of citizenship i.e. copy of a birth certificate, U.S. alien registration card, copies of relevant pages of valid passport.
11.Four identical passport photos taken within the last 6 months (name and date of birth written on the back). Click here for photo specifications.   If photographs do not meet these specifications, no file will be created and the application will be returned to the applicant.
12. Your written statement describing the circumstances leading to the offence(s).

1) Kindly go to the closest office of the R.C.M.P., the Canadian Corps of Commissionaires, Identification Canada or International Fingerprinting Services to complete a fingerprint form. The Information and Identification Services Directorate does not charge for the processing of requests made for the purpose of an application for Landed Immigrant Status in Canada or Canadian Citizenship. N.B. You must indicate your file number and address of the Canadian Consulate in New York on the fingerprint form RCMP in the box marked "Name & Address of Contributing Agency/Department."
2) Send the fingerprint form to the R.C.M.P. address indicated above. The R.C.M.P. will send the results to us. You may contact the R.C.M.P. at (613) 998-6362 for any additional instructions.
FOR U.S.A.: FBI Criminal Justice Information Services Division

1) Kindly go to your local police precinct or private fingerprinting service to be fingerprinted for an F.B.I. Clearance. A fee may be required. If the police station is unable to provide the fingerprint cards they can be obtained from the F.B.I. at the above address or from local fingerprint services.
2) Send a completed fingerprint card to the F.B.I. at the above address (with a certified cheque or money order in the amount of US$18.00 payable to the "Treasury of the United States") for each adult, 18 years or older, requiring an F.B.I. clearance.
3) When your fingerprint card is returned to you stamped by the F.B.I. , send it us with your file number.

THIS IS IN ADDITION TO ANY OTHER POLICE CERTIFICATES REQUIRED FROM ALL OTHER COUNTRIES WHERE YOU AND YOUR ADULT DEPENDANTS HAVE LIVED FOR AT LEAST SIX MONTHS IN THE PAST TEN YEARS.

Normal processing time for applications is up to 3 months and can be longer, depending on the nature of the application.

NOTE: The Consulate is not responsible for any lost or damaged documents.
