The Appointment Framework Knowledge Test (AFKT)

As one of the conditions of delegation to deputy heads, the Public Service Commission (PSC) requires that sub-delegated officials have access to a human resources specialist whose expertise in the PSC Appointment Framework has been validated. To validate this expertise, the Personnel Psychology Centre of the PSC has developed the Appointment Framework Knowledge Test (AFKT). The test covers four areas: Policy, Delegation, Accountability, and the Legislative Framework. A number of questions require the application and use of knowledge. Note that this test is not intended to be used as a means to assess merit criteria in relation to appointment processes.

The PPC will provide departments and agencies with the results (pass or fail) of their employees who have taken the test. Should a person re-write the test before the retest period has elapsed, the new result will not be valid, and a new retest period will begin as of the most recent test date.
