Knowledge Test (AFKT)

Use

As one of the conditions of delegation to deputy heads, the Public Service Commission (PSC) requires that sub-delegated officials have access to a human resources specialist whose expertise in the PSC Appointment Framework has been validated by the PSC. The means by which the PSC has chosen to validate this expertise is the Appointment Framework Knowledge Test (AFKT). The test is not intended to be used as a means to assess merit criteria in relation to appointment processes.

Description

The questions in the AFKT cover the following four areas: Policy, Delegation, Accountability, and the Legislative Framework. In total, the test contains 54 multiple-choice questions. A number of these require the application and use of knowledge.

The time allocated for answering the questions is 75 minutes. Including the time to administer the test, a testing session takes approximately 95 minutes.

Results

The Personnel Psychology Centre (PPC) will provide departments and agencies with the results (pass or fail) of their employees who have taken the test, as well as a sealed envelope to be distributed to each employee. The envelopes will contain overall scores and sub-scores on each of the four content areas. Only employees will have access to their overall score and sub-scores. The sub-scores are provided strictly for feedback purposes and for use by employees who wish to improve their knowledge of the Appointment Framework.

Retest Period

The retest period is 90 days. Test takers will be able to take the test again when the 90-day retest period has elapsed. Should a person re-write the test before the retest period has elapsed, the new result will not be valid, and a new retest period will begin as of the most recent test date.
