Executive Resourcing Directorate: Overview

The Executive Resourcing Directorate (ERD) is a leader in developing and delivering public service-wide Executive Group resourcing (levels EX-1 to EX-3) in response to the needs of government, citizens and federal employees.

The ERD is a centre of expertise in the provision of executive resourcing services, including operational support services for the selection of executives and consulting services:

  • advice to deputy heads and hiring managers, as well as to members of, and aspirants to, the EX Group;
  • management and full operational support of the resourcing process;
  • advice and support on:
    • the development of executive resourcing organizational guidelines;
    • the most effective and appropriate internal and external staffing strategies;
    • elaboration of statements of merit criteria;
    • the development, appropriate use and application of assessment tools to assess EX competencies;
    • the make-up of selection boards;
    • the preparation and implementation of plans or initiatives to improve the representation of employment equity groups in the executive cadre; and
    • the availability of executives for transfers, secondments and assignments.
  • support for the functional communities leadership’s executive resourcing requirements.

To ensure the quality of services provided to clients, the Executive Resourcing Directorate is committed to:

  • providing quality services based on clients’ needs;
  • ensuring services are provided in accordance with the requirements of:
    • Public Service Employment Act
    • Public Service Employment Regulations
    • Exclusion Approval Orders
    • all other relevant legislation, such as, the Employment Equity Act, the Official Languages Act, and the appointment policies of the PSC and client organizations;
  • ensuring adherence to the appointment values of fairness, access, and transparency and compliance with the public service code of ethics;
  • providing added value to the executive resourcing services requested by client organizations;
  • providing leadership in the development and delivery of products, services, technical resources and tools, to meet clients’ executive resourcing needs; and
  • adopting a results-based management approach supported by service standards.
