The purpose of this letter is to provide organizations with additional information on the impact of the coming into force of the new Public Service Employment Act (PSEA) on organizational planning and staffing activities.

Organizations are heading into the period of transition from the current PSEA to the new PSEA. To ensure a successful transition for all organizational stakeholders, there are a number of considerations to keep in mind:

  • Understanding the provisions that address how specific situations will be dealt with during transition;
  • Implementing as short a transition period as possible so that the administrative burden of maintaining parallel appointment and recourse systems is reduced;
  • Ensuring that all staffing decisions continue to reflect the consistent application of the appointment values to help build confidence in the new regime; and
  • Implementing effective and ongoing communication with all stakeholders to foster a better understanding of transition and reduce confusion and uncertainty throughout the change process.

The attached PSEA Transition Reference Document provides a summary of transition measures pertaining to areas of interest, including appointment processes, eligibility lists, appeals and effective dates of appointment. This document will be useful to both HR advisors and managers.
