Introduction to the Staffing Manual
What's New
The Public Service Commission's Staffing Manual provides members
of the human resource community in departments and unions, as well as
hiring managers, with essential information related to staffing and recruitment
in the Public Service. The Staffing Manual replaces the "Staffing
Policies and Guidelines" and the "Staffing Support Information"
components of the PSC's former Staffing Information Manual.
The Staffing
Manual brings together policy and administrative information
previously found only in Letters to Heads of Personnel.
The Staffing Manual aligns closely with the PSC's Staffing
Modules and the Manager's Handbook. Each chapter follows
a standard format and includes any related staffing support information,
for example, tools, administrative procedures and forms, where these exist.
It should be consulted along with other material available on the Public
Service Commission's website, such as legislation, the Staffing Modules
and the Standards for Selection and Assessment. There are also
many links to other relevant information available on the world-wide web,
including the Justice Canada and Treasury Board Secretariat websites.
The Staffing Manual has been designed as an electronic reference,
which will make it easier to keep it up-to-date. Changes will be identified
with a sidebar in the margin and will be dated. They will also be archived
under the "What's New" button.

The Staffing Manual is available in two formats -- HTML and
Adobe® Acrobat®. The Adobe® Acrobat® version is accessible
through the left-hand navigation bar, along with general instructions
for your convenience. Hyperlinks are visible, but not active in this version,
which has been provided to facilitate file-sharing.
