PSC SmartShops 2006-2007: Session Details

Based on comments from participants in the Public Service Commission (PSC) Get Ready sessions, and in consultation with the National/Regional Staffing Councils, the following topics will be addressed in the coming months:

Acting Appointments and Official Languages

About this session

This SmartShop will give participants the opportunity to enhance their understanding of the impact of official language requirements on acting appointments. It will review the sections of the Public Service Employment Regulations related to acting appointments and official languages. This interactive session will use exercises and examples to clarify the application of the Regulations.

Merit Criteria – Establishment and Application

About this session

This SmartShop is intended to give participants the opportunity to explore the subject of merit in depth, focussing on the legal requirements and respect for values in setting and applying merit criteria. It will deal with the establishment and application of merit criteria as described in section 30 of the new Public Service Employment Act and also present recent interpretations. In addition, situations and issues drawn from real life will provide fodder for discussion, enabling participants to share their ideas and examine possible flexible approaches.

Informal Discussion and Notification

About this session

This SmartShop will provide participants with a greater understanding of the challenges and flexibilities around informal discussion and notification in the appointment process. It will review the relevant legislative authorities and cover recent PSC updates and interpretations. This interactive workshop will use small group exercises and plenary discussion to give participants the opportunity to share their best practices and challenges.

Collective Staffing

About this session

This SmartShop will help participants gain a better understanding of the challenges and flexibilities of collective staffing. Through group exercises and plenary discussions, we will explore the issues surrounding the planning of a collective staffing process, as well as the establishment and management of the resulting pool.

Area of Selection and Mobility

About this session

This SmartShop will provide participants with a better understanding of the mobility provisions of the new Public Service Employment Act. It will review relevant sections of the Act, cover the latest related PSC updates and interpretations, and explore the flexibilities that exist within the PSEA when setting the area of selection. Practical exercises will allow participants to validate their learning. As well, they will have the opportunity to interact in an open discussion to share best practices and challenges.
