Framework and Programs

As part of an ongoing effort to assist federal departments and agencies in achieving a representative Public Service, the Public Service Commission (PSC) has approved a new Framework for Employment Equity Programs.

Effective May 17, 2004 departments and agencies will have access to two new employment equity programs under the framework.

• A Framework for Employment Equity Programs
  The framework will provide a consistent policy and management approach to establishing and using employment equity programs, which will ultimately facilitate progress in closing representation gaps in the Public Service workforce.
  • Public Service Commission Employment Equity Program
    This program will be available to departments and agencies, on a transaction-by-transaction basis, for the external recruitment of employment equity group members. This program replaces the PSC Ad Hoc Program. (Note: This program expired December 31, 2005.)
  • Employment Equity Program For Executives (EX levels 1 to 3)
    This program will be available to departments and agencies, on a transaction-by-transaction basis, for both the external recruitment and internal staffing of employment equity group members. This program includes all four designated employment equity groups, including women. (Note: This program expired December 31, 2005.)
