- Amends the Financial Administration Act (FAA)
- Amends and re-names the Staff Relations Act - Public Service Labour Relations Act (PSLRA)
- Canadian Centre for Management Develpment Act becomes the Canada School of Public Service Act (CSPSA)
- Creates new Public Service Employment Act (PSEA)
- Result - 4 Acts which provide flexibility and modernize HR management
