PSC Service Agency Business Lines

Who we are…

Within the PSC's mandate, we are currently involved in the following business lines:

  • General recruitment services;
  • Corporate recruitment programs (PSR, FSWEP, RPL, etc.);
  • Executive staffing and recruitment services;
  • Personnel Psychology Centre assessment services.

Recruitment services

  • We provide a link with hiring departments and agencies to applicants who are seeking jobs in the FPS;
  • Through our jobs.gc.ca website, we provide a single window entry to federal recruitment job opportunities, programs, products, systems and tools;
  • We deliver recruitment services, programs and products through client service units across Canada;
  • General recruitment services support recruitment of the general public for jobs in all groups and levels other than Executives: http://www.psc-cfp.gc.ca/centres/empl_e.htm;
  • Post-Secondary Recruitment and Recruitment of Policy Leaders target recruitment of university graduates, while student programs such as FSWEP, COOP and RAP offer employment to those whose studies are in progress: http://www.psc-cfp.gc.ca/centres/empl_e.htm#students;

Some of our activities include:

  • Developing marketing campaigns to attract candidates to the federal public service;
  • Advertising job opportunities and recruitment campaigns;
  • Receiving, screening and referring applications;
  • Reviewing requests for appointment without competition;
  • Managing our jobs.gc.ca website.

Executive Resourcing services

  • Within current PSEA context, we manage non-delegated executive staffing and recruitment processes for assessment and appointment of executives for use by departments.
  • Services include providing advice on:
    • Staffing and recruitment strategies;
    • Tools for assessing leadership and management;
    • Career and job search advice for candidates and EX aspirants;
    • Targeted staffing and recruitment to assist functional communities;
    • Assessment of Career Assignment Program (CAP) participants for inclusion in pre-qualified pools;

Assessment services

  • Through the Personnel Psychology Centre (PPC), we provide a wide-range of assessment and counselling products and services.
  • We provide tailor-made assessment solutions to meet departments' selection and development needs.

Our Service Vision

Given full delegation of all staffing and recruitment authorities under the new PSEA, the PSC has developed a service vision for the future based on the following:

  • Departments are responsible for managing their own human resources, including staffing and recruitment;
  • Deputy heads will choose how to provide staffing and recruitment services to their managers.

To make our vision a reality, we are creating a Service Agency through which we will provide quality recruitment, executive staffing and assessment services.

Service Options

Under the new PSEA, Deputy Heads can choose one, or a combination of the following options to meet their newly delegated staffing/recruitment and assessment needs :

  • Continue to use the PSC Service Agency
  • Take charge of their own services
  • Establish partnerships for shared services
  • Rely on other departments for services
  • Use an internal service provider (other than the PSC Service Agency)
  • Use a service provider from outside the FPS

PSC Service Agency Goals

  • Successfully position ourselves as a centre of excellence in recruitment, executive staffing and assessment staffing service delivery to departments and agencies.
  • Continue, during the transition period, to enhance service quality to departments and to the Canadian population.

Our Service Philosophy

  • Focus on the client - hiring managers;
  • Define where the PSC Service Agency can provide value-added in recruitment, executive staffing and assessment;
  • Ensure Public Service values and ethics are respected;
  • Provide a results-based approach to service supported by service standards and performance measurement;
  • Provide leadership in building and providing products, services, technology and tools to support departments' recruitment, executive staffing, and assessment needs.

Business Priorities for 2005-2006

  • Timing of implementation of PSEA 2003;
  • National area of selection;
  • Enhancement and expansion of electronic recruitment tools;
  • Official languages;
  • Clarification of PSC oversight and service roles;
  • Enhanced responsiveness of service while respecting the values and principles of the PSEA.

Moving forward

Over the last few months, we have been:

  • Transferring functions which are not part of the Service Agency mandate
  • Re-organizing our operations across the country to ensure timely design, development and delivery of products and services
  • Working on enhanced service standards and clear performance indicators to ensure consistent quality of service across the country

What our Service Agency can offer your department

  • Under the new PSEA, all PSC Service Agency programs and services funded under the current PSEA will continue to be offered free of charge:
    • General recruitment services;
    • Corporate recruitment programs such as PSR, FSWEP, RPL, etc. (managers.jobs.gc.ca);
    • EX staffing and recruitment services;
    • PPC services that are currently free of charge.

PPC Additional Services we can offer your department

PPC services within the PSC mandate currently offered by PPC on a cost-recovery basis are expected to continue on that basis.

Additional cost-recovery services within the PSC's mandate may be developed over time if a business case can be made to support the need.

What comes next?

Develop and implement a strategy to involve departments in defining the new client service relationship:

  • Presentation to Heads of HR;
  • Presentation to National Staffing Council;
  • Presentations to Regional Federal Councils;
  • Meetings with individual departments.
