- Significant and recent experience in analysing and interpreting employment related legislation;

- Significant experience in providing advice on complex issues at the most senior levels of an organization in a unionized environment;

- Experience in building partnerships with a variety of internal and external stakeholders for the achievement of results;

- Experience in managing financial and human resources.

Challenge

The Director General, Labour Relations and Compensation, is accountable to the Assistant Deputy Minister, Human Resources - Civilian for: the provision of advice, guidance and support to the Assistant Deputy Minister, the Deputy Minister and other senior executives of the Department on strategic labour relations issues, civilian recourse issues, the use of civilians in operations, civilian compensation, civilian travel and relocation (both domestic and foreign), and business continuity planning for the use of civilians in the event of an emergency; the management of a centre of expertise responsible for the administration of all civilian employee recourse, including labour relations grievances, classification grievances, staffing complaints, revocation and corrective action, human rights and harassment; the development and implementation of related policies and programs; rendering decisions as the final level of the departmental grievance and complaints procedures and making decisions on settlements to resolve human rights and other types of complaints; the conduct of collective bargaining on behalf of the Department, including any two-tier activity with bargaining agents; the administration of the exclusion process of positions from collective bargaining and of the designation process for the identification of essential positions for the safety and security of the public; the development and management of programs and policies to enable the employment of locally engaged civilians in foreign countries; the development and implementation of strategies and policies for workplace accommodation within the Department; the provision of leadership for the conduct of investigations on behalf of the Deputy Minister that could lead to corrective action or revocation of appointments; liaison with the Public Service Commission on the approval of leave for civilian employees seeking political office and on investigations conducted by the Commission into political activities; the provision of corporate leadership in the promotion and maintenance of constructive and productive labour-management relations within the Department; the representation of departmental interests with the Treasury Board Secretariat, the Public Service Labour Relations Board, the Public Service Staffing Tribunal and acting as the Departmental Liaison with the National Joint Council and the Canadian Human Rights Commission.
