Education

  • A degree from a recognized university in a field relevant to the position (e.g. business, accounting, or finance), OR a recognized professional accounting designation (CA, CMA or CGA).

Experience

* For outside applicants, preference may be given to candidates with experience in credit management, loans and security.

1. Significant and recent experience at a senior executive level in leading major programs and business transformation initiatives.

2. Experience in consulting, negotiating and building internal as well as external partnerships with senior representatives of various stakeholders, government and international organizations on various program related issues.

3. Experience in giving strategic advice on complex issues to officials at the most senior levels.

4. Significant experience in the management of human and financial resources and of significant capital assets in a large and decentralized organization. (Preference may be given to candidates who have managed annual budgets exceeding $100M and have had prior exposure to service and or debt management related activities.

Challenge

Strategic oversight of files for, or on behalf of the Assistant Commissioner; design and development of policies, programs, systems and processes to support the administration of a number of national tax services and debt management programs and initiatives.

  • Please note that Canada Revenue Agency's classification of the Executive Group has been changed from EX to EC but has retained the same salary scale as the rest of the Public Service.
  • As a separate employer of the federal public service, the Canada Revenue Agency (CRA) has its own Human Resources Program. Nevertheless, when a public servant for whom Treasury Board is the employer, accepts an offer of employment with the CRA, the Agency recognizes the years of service accrued and the leave credits accumulated by this person during their public service career. As regards to persons for whom Treasury Board is not the employer, the Commissioner of the CRA has the discretion to recognize years of service with their previous employer for purposes of leave credits. This must be determined before the letter of offer is issued.
  • The CRA's Human Resources Program includes recourse provisions for members of the Executive Cadre and candidates for positions in the Executive Cadre. Grounds for recourse are based on specific criteria and, depending on the circumstances, recourse includes individual feedback and may include a managerial review of the administrative decision.

  • Some travel required. Qualified candidates may be placed in the CRA’s Pre-qualified Pool (PQP) for the EC-5 level. Executive positions within the CRA may be staffed from the PQP.
