The Manitoba Securities Commission


Departments

Don Murray was appointed Chairman of The Manitoba Securities Commission in December 1997. Previously he had served as Vice Chair for 3 years, and practiced law for 20 years.

The Chairman operates as CEO of the Commission's day to day operations as well as chairing the regular meetings of the Commission proper, a group appointed to provide policy direction and decision-making on applications and disciplinary hearings. The Chairman also represents the Commission with Canadian and North American regulatory associations and local industry groups.

The Manitoba Securities Commission is divided into various departments.  A brief description of the contacts for each Department are listed below:

Capital Markets

Bob Bouchard has been with the commission for 12 years. He obtained his Chartered Accountant designation in 1979. Prior to joining the commission as a Corporate Finance Analyst in 1988 he articled with a National Firm of Chartered Accountants, served as Manager of Financial Control and Vice President with a major Canadian brokerage firm and was the Treasurer and Manager of Compliance with the Winnipeg Commodity Exchange. Bob assumed his present position of Director-Capital Markets and Chief Administrative Officer in 1993. Bob is involved in various committees of the Canadian Securities Administrators and is presently Chair of the Mutual Funds Committee.

Commodities and Securities Registration

Isilda Tavares has been with The Manitoba Securities Commission for 20 years. The first seven years were spent working in a clerical capacity. Following that, Isilda became office manager. She was responsible for supervising all clerical staff, preparing quarterly and annual budget reports, implementing new databases and was instrumental in making The Manitoba Securities Commission the first branch of Consumer and Corporate affairs to be networked. Isilda has been the head of the registration section for the last three years. She is responsible for reviewing new company applications for both securities and commodities. Isilda reviews problem files for termination, suspensions, criminal records proficiency requirements and mergers of companies. She developed the commodities guidelines and orchestrated the development of the commodities database. Isilda is The Manitoba Securities Commission representative on the National Registration database committee.

Investor Education

Ainsley Cunningham began a two-year term with The Manitoba Securities Commission in November of 1999. Ainsley brings to this position a combination of experience from both a Securities and Education perspective. Previously, Ainsley worked as an Executive Assistant at two local Mutual Fund companies learning the intricacies of the industry. Prior to this, Ainsley taught for two years in Brandon and spent one year at Joetsu University in Japan working on her Masters of Education.

Ainsley represents the Commission at a national level on two Canadian Securities Administrators committees, the education committee and the plain language committee.

Legal and Enforcement

Doug Brown conducted a private law practice in Winnipeg for 7 years following graduation from the University of Manitoba Faculty of Law in 1987. He joined the Commission as an Assistant Counsel in 1994. Doug assumed his present position as Counsel, Director Legal & Enforcement and Secretary to the Commission in 1998. Doug is involved in various committees of the Canadian Securities Administrators and is presently Chair of the Capital Markets Committee.On several occasisons, Doug has been a guest lecturer on securities law at the University of Manitoba.

Real Estate Division

Bill Baluk was appointed Registrar of The Real Estate Brokers Act and The Mortgage Dealers Act by order in council in April 2003.

Bill has been with The Manitoba Securities Commission since August 1981 as the Auditor/Investigator for the Real Estate Brokers Act.

He serves on industry related committees including the Manitoba Real Estate Association's Education and Exam Review Committee and the Real Estate Advisory Council.
