2006 Electricity Distribution Rates Applications - RP-2005-0020

The Board has initiated a process to establish approved rates for electricity distributors based on updated revenue requirements, with the intent that these new distribution rates will be effective on May 1, 2006. Since it will be necessary for electricity distributors to file individual applications in mid-2005 for May 1, 2006 implementation, the Board has commenced a policy development process to develop generic guidelines for the rate-setting methodology to be used in setting May 1, 2006 rates. The result of this policy process will be a Distribution Rate Handbook which provides filing requirements for 2006 distribution rate applications.

The Board has made available on its web site a page dedicated to the Generic Hearing EB-2005-0529 to consider specific issues common or generic to rate applications made by electricity distributors seeking approval for distribution rates to be effective May 1, 2006.

Dec 1-05

The Board has made available the Comparator and Cohorts Study for 2006 EDR conducted by Christensen Associates Energy Consulting LLC in accordance with the Board's commitment in the Report of the Board and the 2006 Electricity Distribution Rate Handbook issued on May 11, 2005.

The Board reminds parties that its decision in RP-2004-0188 was to develop and use comparators and cohorts data exclusively as a screening tool and not as a mechanism for the direct setting of rates for 2006. Although an analysis may identify an average level of spending, it would be incorrect to draw the conclusion that any particular level represented, in itself, an efficient level of spending.

The Board has made available on the its web site updated summary information on the estimated bill impacts proposed in 2006 distribution rate applications filed by electricity distributors. This information may be found under Summarized Application Information.

Oct 19-05

The Ontario Energy Board has made available on its Web site information relating to the electricity distribution rate adjustments for 2006 (2006 EDR). This will enable parties to review and better understand all 2006 EDR applications that are before the Board. Material filed by applicants may be found under the link 2006 EDR applications before the Board. Jul 22-05

The Board has e-mailed to distributors another set of revised 2006 EDR and PILs models. These are referred to as Version 2.1 of each model.

Two e-mails have been sent, one on July 21 with one Word document attached, and one on July 22 with an Excel file and a zipped Excel model attached. Any distributor that does not receive the two e-mails should contact the Board immediately at market.operations@oeb.gov.on.ca

Jul 7-05

The Board has e-mailed to distributors revised versions of the 2006 EDR and PILs models. These are referred to as Version 2 of these models.

As a result of the testing and review by distributors and others during the ongoing training sessions, Board staff have made revisions to both the 2006 EDR Rate Model and the 2006 PILs Model. These revisions are in the nature of further clarifications and minor adjustments.

Due to the sizes of the models and to alleviate the problems encountered by some distributors with the issuance of Version 1, the Version 2 models are being sent via three e-mails. Any distributor that does not receive three e-mails, two with attachments, should contact the Board immediately at market.operations@oeb.gov.on.ca.

The Board has issued filing guidelines concerning the adjustment of electricity Retail Transmission Service (RTS) Rates. If a distributor’s existing RTS rates are generating a consistent over- or under-recovery of Transmission Costs, the distributor should address this issue as part of the 2006 EDR application process.

The Board has released a Word document containing the schedules documented in the 2006 Distribution Rate Handbook, to assist distributors in the preparation of their 2006 electricity distribution rate applications.

Jun 23-05

The Board has e-mailed to distributors the 2006 OEB Tax Model which is to be used in preparing 2006 electricity distribution rate applications. The Board has also e-mailed an updated version of the 2006 EDR spreadsheet model. Any distributor that did not receive three e-mails, two of them with attachments, should contact the Board immediately at market.operations@oeb.gov.on.ca.

Jun 17-05

The Board has e-mailed to distributors the 2006 EDR spreadsheet model which is to be used in preparing 2006 electricity distribution rate applications. Any distributor that did not receive this e-mail, along with its three attachments, or is unsuccessful in opening the attached files, should contact the Board immediately at market.operations@oeb.gov.on.ca.
