On February 1, 2005, the Veterans Review and Appeal Board released an interpretation decision concerning the test or criteria which should be applied by the Board in determining whether to reconsider a decision based on the presentation of new evidence.

The interpretation hearing was requested by the Acting Chief of Pensions Advocates and was held on November 23, 2004. During the hearing, the Board heard presentations by Pierre Allard of the Royal Canadian Legion, Dominion Command, Evan Elkin of the Bureau of Pension Advocates, Harold LeDuc of the Canadian Peace Keeping Association, and Thomas Brooks of The Company of Master Mariners of Canada who appeared for The Merchant Navy Coalition for Equality.
