Victor Marchand was appointed Chair of the Veterans Review and Appeal Board (VRAB) on October 7, 2003. Prior to his appointment, he was Deputy Chair and acting Chair.
Mr. Marchand is a native of Montreal, Quebec, and a lawyer by profession. He is a graduate in Law from the Université de Montreal and was admitted to the Quebec Bar in 1976. Following several years of private practice primarily in civil litigation and labour law, he joined Air Canada's Law Branch in 1980. Spanning ten years with Air Canada, he held the positions of Solicitor for labour law and Solicitor for Civil Litigation.
In 1990, he joined the Commission d'appel en matière de lésions professionnelles where he gained significant experience in the development and implementation of conciliation services and acquired certification as a mediator. In 1992, he became Director General of the Société québécoise des transports, where he directed several studies in transportation, specifically high-speed rail. In 1995, he returned to private practice and KTS, a business specializing in adventure tourism. In 1998, he accepted an appointment as a Permanent Member of VRAB in Charlottetown, Prince Edward Island.
In his capacity as Chair, Mr. Marchand brings a broad understanding and expertise in administrative law, specifically in the field of employment injuries, dispute negotiation and resolution, mediation and management.
