National Child Benefit Supplement Restoration

Helping improve circumstances for Manitoba's low-income families

The Government of Canada provides a tax-free monthly payment to families with children under the age of 18 through the Canada Child Tax Benefit (CCTB). The CCTB has two main elements:

  • a basic benefit that is available to the majority of Canadian families; and
  • a National Child Benefit Supplement (NCBS), which is targeted to low-income families.

The goal of the NCB is to reduce and prevent child poverty, support low-income families as they move into the labour market and reduce duplication and overlap of government programs.

When the NCBS was first introduced in July 1998, Manitoba, like most provinces, adjusted income assistance benefits to families and redirected those funds into programs and services for low-income Manitoba families. Families were guaranteed that their total income assistance benefits remained at least as high as they were before the NCB was introduced.

The Government of Manitoba has changed this approach. These are the changes that have been made since the year 2000:

  • beginning in 2000, each federal increase in the NCBS was flowed through to all families receiving income assistance;
  • in July 2001, families receiving income assistance benefits had the NCBS restored for children age 6 and under;
  • in January 2003, families receiving income assistance benefits had the NCBS restored for children ages 7 to 11; and
  • in January 2004, families receiving income assistance benefits had the NCBS restored for children ages 12 to 17.

Manitoba's government continues its partnership with the federal, provincial and territorial governments and First Nations to work together towards achieving the goals of the NCB.
