FLOOD REPORT FOR MANITOBA

May 29, 2006.

A flood sheet for the Assiniboine River for May 29, 2006 is attached. It also shows conditions and forecasts for the Red River in Winnipeg and for Red Deer Lake.    

  • A slow moving weather disturbance brought heavy rain to many areas of Manitoba and eastern Saskatchewan this past weekend. Rainfall was heaviest in the Interlake where the Fisher Branch area received 125 mm of rain Saturday-Sunday. A flood warning has been issued for the Fisher River which could rise higher than during the spring of 2004. Extensive overland flooding with many road washouts and some basement flooding are reported from west of Broad Valley to Fisher Branch, Hodgson and the Fisher River Reserve. Further information and specific forecasts for the Fisher River will be issued later today and tomorrow.

  • Downpours of 50-100 mm were recorded this weekend in other portions of the Interlake, the Westlake region, and some areas east of Lake Winnipeg, producing localized overland flooding. The localized nature of these downpours should limit flooding to ditches and small water waterways with only modest rises on larger streams.

  • The Assiniboine River watershed received 20-40 m of rain in the Manitoba portion and 15-25 mm in the Saskatchewan portion over the weekend. There will be some rises from Millwood to Brandon due to the rain but the river is expected to remain within its banks. A small crest from last Wednesdays downpours in eastern Saskatchewan had passed through St. Lazare late last week. Runoff from this weekend’s rain will add to this crest at points from Miniota to Brandon.

  • The water level of Shellmouth Reservoir stopped falling over the weekend due to the effect of the rain. The inflow was 1650 cfs this morning and is expected to rise slightly this week. The outflow this morning was 1815 cfs. The rain will delay the date when the Assiniboine River falls to a bankfull condition just downstream of the Reservoir--it is now estimated as June 5 with little additional rain. The conduit will remain closed until the spillway flow has decreased to 1300 cfs at which time the outflow will be held at 1300 cfs until the reservoir water level falls to 1405 feet or so.  

  • Operation of the Portage Diversion ended at 9:00 a.m. this morning when the diversion flow was reduced to zero. Flows from Portage la Prairie to Winnipeg will begin to decline slowly this week.  

  • The level of Red Deer Lake declined 0.16 feet over the weekend, slowed down by rainfall of 15-20 mm. The clean-up at the community of Red Deer Lake continues on a limited basis, awaiting further declines in the lake level.

  • The level of the Red River in downtown Winnipeg declined just below the Forks walkway level (8.5 feet) over the weekend and is expected to fall to the normal summer level of 6.3 feet by June 10 based on normal weather conditions.     

  • Some additional rain is expected in extreme western Manitoba and eastern Saskatchewan today and a few showers may persist in this area on Tuesday. Elsewhere in southern Manitoba little or no rain is expected at least until Friday.
