Property Assessment

REASSESSING PROPERTY FOR 2006

In 2006, all properties across Manitoba were reassessed to reflect reference year (2003) market values. In accordance with The Municipal Assessment Act, properties must be assessed every four years. The last reassessment was conducted in 2002, to reflect the 1999 reference year. Updates to assessments are required to:

  • Ensure taxes are fairly shared according to the assessed value of owned or leased properties;
  • Ensure assessed values keep pace with real estate market conditions;
  • Help property owners understand and evaluate their assessments.

Several factors are used to determine assessments: location, size, shape, replacement cost, age, condition, soil productivity, average selling prices and sales of similar properties in the same area.

Your 2006 Reassessment Notice

In May, June, and July of 2005, property owners outside of Winnipeg received one or more of the following types of assessment notices:

  • A real property notice for buildings and land,
  • A personal property notice for certain equipment or machinery,
  • A business notice, if you operate a commercial enterprise and your municipality levies a business tax or fee.

The new assessment becomes effective in 2006, and will be used by municipalities and school divisions to determine property taxes in 2006.
